Here's way to decide:

Does Berlusconi actually speak good Italian? Is he articulate? If the answer to either question is "yes," then he beats Bush, because Bush mumbles, misuses words, and consistently mispronounces "nuclear" as "nuculear."

Oh, Berlusconi speaks good Italian, that's not the problem. It's WHAT he says when he speaks that matters. Like:

Well, at least THIS time he was telling the truth when embarrassing himself (theoretically, I doubt the man knows the feeling: too much need for reflection to recognize it) and his country. You *could* say it's progress. Of some kind....

And LOL on the White House press-pack on Berlusconi: it might be horribly tactless and impolite. BUT unfortunately very much the truth!
I couldn't believe it when the Italians voted this posturing, openly misogynistic, incompetent criminal into office, AGAIN! Voluntarily. O_O After having experienced his less than wonderful first age of ruling, where he spent half the time stopping preliminary proceedings against him and associates from justice and securing immunity. Just because he's a rousing speaker (as long as you don't expect any substance in what he says) and Italian men can envision watching football with him. Collective amnesia, brainwashing drugs in the water supply?
It ranks right up with US-people voting Bush in a second time, without the voting fraud as an excuse why he won >_
