Well, it's a risky choice, but based on his performance in Sweeney Todd, I'd say he has a fighting chance of pulling it off--especially if the director wants "stylized" periodesque performances.
As mentioned above, Cohen was pretty good in "Sleepy Hollow", I'm willing to cut him some slack. But Will Farrell? That loathesome excuse for a human needs to be flayed alive and dipped in saltwater - I won't be seeing that movie, oh HAYEL no!
Sherlock Holmes is a pretty excentric character in itself, so Sacha Baron Cohen would do very well, weird and excentric as he himself may be.
Will Ferrel however, I cannot place his face with certain productions I can name, but his face is connected with some very nausiating memories with characters that were supposed to by funny, with were just deadly irritating.
