Upon rereading Ellid's original post, I realized that I misread it as "down to 14 beats per minute", rather than "down 14 beats per minute".
Oops. Mea culpa.
As long as the pulse rate doesn't go down too far, decreasing the at-rest pulse rate is probably a good thing, but I'm not medically trained to evaluate that.
Yes, it is very good. It means that your heart muscle is getting stronger and becoming more efficient, which is really key if you're trying to avoid having a heart attack. I believe the average resting heart rate for women is 75 bpm. This is interesting regarding heart rates: http://en.wikipedia.org/wiki/Heart_rate
My favorite site is this one: http://www.stumptuous.com/ The woman who runs that site is no-nonsense and very smart. Even if you're not interested in weight training, the site is very informative.
Oh, excellent. Thanks! I've been doing about 10-15 minutes of weight training and 30 minutes on the bike 4-5 nights per week after work. So far I've lost about ten pounds, my breathing is better, my pulse rate is down, and I'm noticeably stronger. I also just noticed that my arm muscles are much, much firmer.

There are many excellent sites out there with lots of information of what happens when you exercise. This is a good starter:
